In the Vendor Bill Card, the Suggest billing notes and Select billing notes actions allow you to view and select the notes you want to insert.

In the Payment journal, you can select the notes that you want to report on the payment journal lines.

Create the note from the provisional invoice as well and then edit or integrate it later if necessary.
